Experience
Mr. Millican has many years of successful experience in municipal engineering. He has served as the Town Engineer (as a consultant) for the Town of Sunnyvale for 17 years, and he has completed projects for several other municipal entities in the North Texas area, including Plano, Greater Texoma Utility Authority, Terrell, Sherman, The Colony Municipal Utility District, and Richardson. Mr. Millican was one of the Engineering News-Record’s Newsmakers of 1994 for the design, construction, and start-up of a five million gallon airmobile water treatment plant for the city of Sarajevo, Bosnia. This work was performed by Freeman-Millican, Inc. during the Serbian siege of Sarajevo.
