About Us
Freeman-Millican, Inc. employs seventeen full-time staff: eight engineers, one architect, six CAD/survey technicians, one IT administrator, and one office administrator. Two of our Professional Engineers are also Registered Professional Land Surveyors. One of our engineers, Richard Dormier, P.E., is licensed in six states: Texas, New Mexico, Oklahoma, Arkansas, Louisiana, and Florida. FMI has performed professional engineering services in Texas; New Mexico; Russia; Bermuda; Mexico; and Sarajevo, Bosnia.

Mr. Millican was one of Engineering News-Record’s Newsmakers of 1994 for the design, construction, and start-up of a five million gallon airmobile water treatment plant for the city of Sarajevo, Bosnia during the Serbian siege.

Mr. Dormier is a member of the Ovilla City Council and has served on Planning and Zoning Commissions for the cities of Ovilla and Cedar Hill, providing him with a unique insight into city government for a consulting engineer.

Project Manager
Mr. Lulo joined FMI after moving to the United States from Sarajevo, Bosnia, in 1994. He focuses on the hydraulic modeling of large water systems as well as the design of SCADA and other control systems.

Mr. Stacey has over twenty-five years of experience in civil, geotechnical, environmental, and materials engineering, designing everything from dams and municipal solid waste landfills to residential subdivisions.

Mr. Gattis joined FMI after serving as the City Engineer and, later, as the Director of Engineering, Public Works and Water Utilities for the City of Sherman, Texas, for a total of twenty-five years.

Mr. Thomas worked as a CAD and engineering technician for ten years before going back to school, earning his engineering degree, and becoming a licensed professional engineer. He is currently pursuing his Masters of Public Administration degree.

Mr. Acuy moved to the United States from Peru to earn his engineering degree. He is now an Engineer-in-Training working toward his Professional Engineer license. He focuses on hydraulic modeling and structural engineering.
